May be. For this reason, the role of knowledge sharing is somewhat tied to the concept of knowledge management. The purpose of this article is to investigate the factors affecting knowledge sharing and prioritize them with the aim of helping to identify the role of these factors in the process of successful implementation and implementation of knowledge management in Saipa Industrial Group. In the first step, based on studies and literature on knowledge management, a researcher-made questionnaire of 5 Likert spectrum was created, which was distributed and collected in person in the form of closed interviews between two groups of external and internal experts. These factors were identified and categorized in four dimensions: 1) individual factors 2) organizational factors 3) cultural factors and 4) technology factors. In the next step, in the form of a pair of questionnaires and with the help of Expert Choice software, these factors were prioritized and weighed. According to the results of the second questionnaire, the following factors: 1) cultural factors (weighing 0.460), 2) individual factors (weighing 0.258), 3) organizational factors (weighing 0.161) and 4) technological factors (weighing 0.122) Sequences have the greatest impact on knowledge sharing. Therefore, it is suggested that managers and policy makers of Saipa Industrial Group strongly support the cultural factors in the units of the organization with the help of human resources in order to make the most of the results of knowledge sharing.       The massification of higher education is a phenomenon that quickly swept the world after World War II. Iranian higher education has also faced this phenomenon in the last two decades and its statistical evidence can be cited in various dimensions of higher education. Research shows that various crises such as the crisis of quality of higher education, reduction of financial resources, little expansion without regard to the necessary infrastructure, unemployed graduates, social change and such factors are among the consequences of low expansion policies in Iran with concerns about improving access to education. It had a great start. A review of global studies also shows that the current crisis of higher education in Iran is not different from what happened after the massification in many countries. But it is important to note that different countries, while experiencing similar crises, have used different strategies to overcome the challenges of mass higher education, and these differences in strategies are rooted in the differences in the context of higher education in each country and its characteristics and requirements. Therefore, in the present study, the researcher, using the combined Swat-TOPSIS model, first obtained strategies appropriate to the Iranian context, to overcome the crises resulting from the quantitative expansion of higher education, and in the next step, using the TOPSIS technique, the strategies obtained Has been prioritized.       Policymakers devise a variety of policy tools to achieve their goals that successful implementation of these tools requires an analysis of their results and effects. In this regard, various methods are used to examine the effectiveness of government interventions and their value and merit are determined from different dimensions on the stakeholders. The present study is conducted with the aim of qualitative composition the results of previouse studies in the field of evaluating the effectiveness of financial and tax incentive tools provided by governments in support of small and medium-sized or innovative businesses in order to stimulate research and development. For this purpose, 279 articles and reports from official and valid databases are identified, based on the Meta-synthesis methodology and after the completion of the necessary steps, 66 documents are finalized. By analyzing and qualitative combining the results of policy evaluation studies, 15 effective indicators on firms performance are identified. These indicators are embedded in the research map in to 3 groups inputs, output and behaviural additionality. finally, through Shannon entropy method, the coefficient of effect the identified components in the map are determined. Research and development expenditure index from input additionality category and innovation index from the output additionality category respectivly have most important and influential in firms.       Entrepreneurship is a factor of economic growth and development in many developed and developing countries, this is achieved as a result of seriousness and perseverance in the optimal use of opportunities. As a result, it can be acknowledged that entrepreneurs in various industries are considered as the pioneers of business success in society because they have the ability to take advantage of opportunities and are able to create initiative and creativity in the organization. . Entrepreneurship in various industries is very important in the promotion and development of the organization. Due to the great importance of clothing and textiles in society and the economy of people in different countries and its very important role in Iran, the study of organizational entrepreneurship in the textile industry was studied. . This research was conducted in the form of in-depth interviews with several different textile companies and industry experts and academic experts. The identification of organizational entrepreneurship components in the textile industry was designed and studied through interviews in the form of 46 different questions, which after 12 saturated interviews. A comment was obtained. The interviews were coded through Atlas software and based on the obtained codes, the organizational entrepreneurship model in the Iranian textile industry was presented. The results of this study showed the dramatic role of structural and environmental factors in the textile industry as well as the strategy and components of organizational entrepreneurship in the textile industry.       Complex products widespread in all industries, are the infrastructure of the advanced countries. Several examples of the failure of well-known international companies in this area necessitate the need to review successful examples and to analyze and explain the reasons for their success. This need is becoming increasingly important in late-comer companies in the region due to the constraints faced by these companies, including the developing nature of the countries of interest and lack of access to the pioneer networks. The present research is a qualitative case study and aims to explain and analyze the successful development of a complex product in the power industry based on the ambidexterity model. The results show that the late-comer firm, following exogenous licensing of technology, has been able to realize advantages due to exploiting the economics of repetition and recombination by implementing a range of repetitive projects. Development and use of indigenous mechanisms such as development of modular products, deepening of knowledge by exploiting and compiling In-built knowledge to achieve the new technology base has been discussed. Through successful design, deliver and execution a Base Moving project in order to meet the monitored market needs, ambidexterity in complex technology sourcing is achieved.       National innovation system(NIS) includes a series of organizations and institutions at the national level which aims to incorporate  in developing and diffusion of science and technology and creates innovation climate.  Governments in this system  develop and implement  their innovation policy. In systemic approach besides problems of  each elements of this system ,there is another failure which related to interactions of the system elements, that is called systemic failure. In this research , at first by reviewing the literature  conceptual framework of national innovation system of Iran is presented. Then, in a field study by distribution of 350 questionnaires among Iranian innovation experts  and specialists and using structural equation modeling technique , analyzing of interactions and their impacts on each other and effectiveness of national innovation system has been done. In this research, the elements of NIS of Iran consists of strategies of  transfer and diffusion of technology, structural elements, innovation drivers  and legislations frameworks. Findings of this research show that the most important systemic failure of NIS of Iran  is lack of effectiveness of legislations frameworks’  impacts on innovation drivers. Identification and analysis of systemic failures can lead to appropriate policies for each elements and at last upgrade the performance of national innovation system. Paper Details

      During last decades, the higher education privatization in Iran has grown in two forms: privatization of public higher education and entering the private sector in higher education. Due to necessity of synchronic quantitative and qualitative development, the purpose of this study was to identify the micro requirements of quality development of higher education privatization in Iran. An exploratory mixed method was chosen for this study. It used interviews and focus group in qualitative part and a 71-item questionnaire with eight main dimensions in quantitative part to collect information Reliability coefficient for desired condition and current condition were calculated 0.947 and 0.95 respectively. The sample included 103 experts of higher education and practitioners of nonprofit higher education institutions. Micro requirements for qualitative development of higher education privatization were identified in eight dimensions and their level of importance (favorable condition) and consideration (current condition) in process of quality development of higher education privatization were evaluated. The importance of these requirements in qualitative development of higher education privatization was average and higher, but the attention to majority of these requirements in development of Iran higher education privatization was average and lower. Finally, it suggests some solutions for qualitative development of higher education privatization in Iran. Paper Details

      This study analyzes the institutions that have been used for science and technology policy in the Islamic Republic of Iran since the Pahlavi era (first and second Pahlavi) until now. Institutions that were created during this period and their duties and powers are briefly mentioned and approaches such as modernization and modernization in the Pahlavi era, redefining values ​​and value creation based on Islamic indicators in the period.
