It is expected that creativity, as a competitive advantage, will be appeared under the shadow of transformational leadership. Goal: the main purpose of the current study was to investigate the relationship between transformational leadership and teachers ' creativity. Method: the research method was descriptive-correlative and the statistical population consisted of all primary education teachers in Darreshahr City which was 450 people based on latest reports, of which 135 person were randomly selected using Levey and Lemeshow (1999) formula. The necessary data were gathered using 1) Randsepp (1999) creativity questionnaire, and, 2) Bass and Avolio's (2000) transformational leadership questionnaire. The research questions were analyzed in descriptive and inferential level. Findings: the findings showed that there is a positive significant relationship between transformational leadership and its dimensions (intellectual stimulation, idealized influence, individualized consideration, inspirational motivation) with teachers’ creativity. Moreover, the results of stepwise regression indicated that among transformational leadership dimensions (predictive variables), intellectual stimulation and inspirational motivation can explain the variations of teachers’ creativity. Given the strategic importance of educated human capital for research organizations, this study has been done for investigating factors affecting the productivity of human capital in the Research institute of Petroleum Industry. Statistical population of this study consist of employees are working in Research institute of Petroleum Industry. For data collection, the methods such as library research, interviews and questionnaires have been used. Collected Information was analyzed by use of SPSS statistical software. After statistical analysis, the results show that these factors affect the productivity of human resources at the Research Institute of Petroleum Industry. 6 - Qualitative Development of Higher Education Privatization in Iran: Micro Requirements and Prerequisites

Due to necessity of synchronic quantitative and qualitative development, the purpose of this study was to identify the micro requirements of quality development of higher education privatization in Iran. An exploratory mixed method was chosen for this study. It used interviews and focus group in qualitative part and a 71-item questionnaire with eight main dimensions in quantitative part to collect information Reliability coefficient for desired condition and current condition were calculated 0.947 and 0.95 respectively. The sample included 103 experts of higher education and practitioners of nonprofit higher education institutions. Micro requirements for qualitative development of higher education privatization were identified in eight dimensions and their level of importance (favorable condition) and consideration (current condition) in process of quality development of higher education privatization were evaluated. The importance of these requirements in qualitative development of higher education privatization was average and higher, but the attention to majority of these requirements in development of Iran higher education privatization was average and lower.
