        The goal is here to study the views of technical and vocational stakeholder in order to introduce general skill needed in the labor market to improve the quality of these trainings .This study is a kind of descriptive survey and its population consists of three groups of stakeholder of technical and vocational education as follows: trainers, founders of private institutes, and industry owners. According to theoretical fundamentals and global studies, components of general skills were extracted and subcategories of each component were determined separately and based on that, a questionnaire were prepared and after ensuring the validity and reliability necessary information were gathered .For analyzing the data, Pearson correlation, multiple regression, and Structural equation modeling were used with the help of SPSS and Lisrel software. Results showed all components are positively associated with the quality of technical and vocational education, components of specialized knowledge and scientific skills have less contribution of this correlation rather than other general skills components and it can be concluded that in the three stakeholders’ point of view, general skills components related to the quality of technical and vocational education are more important. Moreover, in the three groups same point of view, based on the results of multiple regressions and structural equation modeling, the priority has been reported as follows: 1-Commitment and responsibility skills 2-Communicationand teamwork skills 3-Creativityand problem solving skills 4-Planning and organizing activities skills 5-Usingcomputational up to date techniques and technology skills Finally, based on the three groups’ point of view, a new definition has been presented for the quality of technical and vocational education: Integration of general skills in order of priority listed above with specialized skills in each training course.         During last decades, the higher education privatization in Iran has grown in two forms: privatization of public higher education and entering the private sector in higher education. Due to necessity of synchronic quantitative and qualitative development, the purpose of this study was to identify the micro requirements of quality development of higher education privatization in Iran. An exploratory mixed method was chosen for this study. It used interviews and focus group in qualitative part and a 71-item questionnaire with eight main dimensions in quantitative part to collect information Reliability coefficient for desired condition and current condition were calculated 0.947 and 0.95 respectively. The sample included 103 experts of higher education and practitioners of nonprofit higher education institutions. Micro requirements for qualitative development of higher education privatization were identified in eight dimensions and their level of importance (favorable condition) and consideration (current condition) in process of quality development of higher education privatization were evaluated. The importance of these requirements in qualitative development of higher education privatization was average and higher, but the attention to majority of these requirements in development of Iran higher education privatization was average and lower.         This research is design the model to transfer educational technology in universities in Mazanderan. this study is a descriptive survey. The population consists of 1700 people from faculty members in mazanderan universities. The method is quota randomly sampling and according to the jersey and Morgan table to determine the samples, 313 people were chosen . as samples The data collection tool was researcher-made questionnaires. The content validity was used to determine the validity also, Cranach’s alpha coefficient was used to assess the reliability which was calculated such as 0.819. In order to determine frequency, mean percentage, standard deviation, skewness, the highest and lowest, and the research data were analyzed at two levels of descriptive statistic as well as multiple regression tests at significance level of (p<0.05), path analysis was used at inferential statistic. This paper attempts to give a design modeling for transferring educational technology considering the available backgrounds. Analyzing the results indicates the acceptable correlation among the proposed model aspects such as philosophical aspects, objectives, theoretical basis, conceptual framework, and consistency among the objectives of the components, accuracy of component transposition, consistency with existing literature, its objective component, the updatability and model feasibility. The important proposition is to target the designing-structure and organizational model of higher education so that its policies and procedures encourage the members to learn, unlearning, absorbing, acquisition, combination of knowledge, collaboration, integration, networking, planning and problem solving to be used in transfer technology.         Objective: This study aimed to investigate and identify the capabilities of the employability of the graduates of the universities and higher education institutions. Research Method: The research method used in this study is based on qualitative research method and grounded theory.         The purpose of this study is to recognize and Analyze of factors influencing the quality of education in higher education . This study was conducted via mixed method (quantitative and qualitative). Statistical population of study in the qualitative part were experts of higher education and university professors which were selected by purposive sampling. The interviews continued to obtain adequate data saturation (15 expert). Statistical population of study in the quantitative part was 392 professors of Yazd University. Based on Krejcie and Morgan table, 196 persons were randomly selected as the sample of the study. The data were collected through semi-structured interviews in the qualitative phase and a questionnaire developed by the researche.The questionnaire validity was confirmed by viewpoints of specialists and professors, and the reliability was measured using Cronbach's Alpha (0.89). In order to analyze the information in the qualitative part of open coding and in the quantitative part for prioritizing and weighing the factors affecting the quality of education in higher education, the software A.H.P and for analysis of information from PLS software and factor load were used.The study results indicated that the professors’ teaching method, organization of educational content, faculty’facilities and equipment, student status (place, time, talent), professional competency of professors (education and research) and new technologies were among the effective factors on quality of education in higher education and professors’ teaching method has the higherst prioprity.   Manuscript profile

        One of the emerging developments that have significant importance in the field of e-learning is Massive Open Online Course (Mooc). Therefore, this study aimed to evaluate education based on Mooc in system of Iran's higher education was conducted to identify challenges and provide solutions. This study was mixed (qualitative and quanitative) and was done sequentially.The population in the qualitative part were Professors of state universities of Tehran that 11 person, among them purposefully were selected. The population in the quanitative part were users of mooc in 94-95 academic year that 196 person with kregci-Morgan table and by ranom method were slected. First, with the interviews, information about the challenges and solutions ahead of the first group of participants (faculty) were collected and then coded with three-step method, the items were extracted. In the second stage by using a questionnaire (with reliability α =0/89) Mooc periods status of the user 196 courses using FrIedman test was evaluated. The results showed the challenges are in the areas of institutional and organizational issues, management issues, technical issues, issues of teaching and learning methods, user interface design issues, problems and issues to provide resources and support resources and evaluating. Also for the realization of teaching based on Mooc, solutions are in the fields of science - professional, information technology and communications, management and support resources and the design, implementation and evaluation. Finally, investigate the status of teaching based on Mooc in Iran's higher education showed that in most sectors there are obvious weaknesses and significant problems. Manuscript profile

The statistical population of the study consisted of 20 elite individuals (in order to develop a model of entrepreneurship education system) as well as 384 clients of Imam Khomeini Relief Committee (in order to finalize the proposed model) through simple random sampling.         purpose of this study was to investigate the effect of entrepreneurship training on entrepreneurship and motivation skills. Data collection method was library and field data and data gathering tool was a questionnaire. The methodology of the present research is based on the objective and based on the approach, of a quantitative type as well as descriptive nature of survey type. The statistical population of the present study is the agricultural students of Guilan  Payame Noor University, To collect data, a questionnaire was used that included 20 questions (5 questions related to entrepreneurship education, 7 questions of entrepreneurship skill and 8 questions of entrepreneurship motivation), With the help of the Likert scale, five options were measured, and the reliability of each one was calculated and approved individually. In order to assess the validity of the questionnaire, formal content validity was used. The correctional views of the professors were applied. The data were analyzed using descriptive and inferential statistical methods using demographic variables using SPSS and pls software. The results of the research show that entrepreneurship education is effective on entrepreneurial skills with a coefficient of 0.617 and entrepreneurship education on entrepreneurial motivation with a coefficient of 0.495 and has a direct and significant relationship. Therefore, considering the results of research and the requirements of entrepreneurship and employment in the third millennium, it is suggested that the foundations of entrepreneurial education to increase the motivation and entrepreneurial skills in the first stages of education, such as primary and secondary education courses, will provide young people and job seekers with less challenge in the future.         The purpose of this research was to design a model for the development of curriculum innovation in Tehran's Azad universities, conducted qualitatively and quantitatively. The statistical population of all senior managers and deputies and faculty members and professors of different disciplines of Islamic Azad University of Tehran units was that the samples in the qualitative section of 38 people (target-shotgun sampling) and in the small part of 280 people were randomly selected (A population of 3500 people). Data collection tools were open in the qualitative section of the interview (validity validity was confirmed by the professors and reliability with re-test and internal-consensus method 89.99%) and in the quantitative part of the researcher-made questionnaire (verified by experts and reliability of alpha Cronbach was 75%). The findings showed that the development of standards, regulations and regulations, the design of incentive financial and non-financial mechanisms, the creation of the infrastructure and technology infrastructure, the implementation and application of technology, optimization of initiative processes, the use of efficient manpower, the creation of competitive advantage, internal and external communication Appropriate organization, assessment and monitoring of the environment and appropriate academic culture are key factors in building an innovative university.          The purpose of this study is to identify and determine the effect of information and communication technology education model on staff empowerment of the Ministry of Education headquarters. The research method is quasi-experimental and pre-test and post-test with control group. The statistical population of the study is employees of the headquarters of the Ministry of Education in the academic year of 2016-2017. Using a random sampling method and Cocrhan formula, the sample size is determined to be 280 people who answered the information and communication technology and empowerment questionnaire. Thoes experts whose empowerment scores were lower than the average were determined, and 60 of them were randomly selected and divided into two equal groups of control and experiment each constituing of 30 people. The data gathering tool is theresearcher-made information and communication technology questionnaire and a pre-made empowerment questionnaire. Using the Cronbach's alpha, the validities of these toolswere estimated as 0.89 and 0.89, respectively.In the next step, the ICT training program isexecutedon the experimental group during eight sessions, and we did not give any trainings to the control group. Subsequently, both groups take the post-test. To analyze the data, covariance analysis and t-test are used. The results of the research shows that ICT training has an impact on empowerment of employees.In fact, ICT trainingwill increase the senses of significance, competency, the right to choose, the feelings of effectiveness and cooperation with others in jobs.In the follow up phase, to evaluate sustainability, the subjects take the same test one month after being trained. As a result, it is concluded that the mean of the pre-test scores and the post-test scores taken after one month have insignificant difference which demonstrates the sustainability of the training.   Manuscript profile

Iranian higher education has also faced this phenomenon in the last two decades and its statistical evidence can be cited in various dimensions of higher education. Research shows that various crises such as the crisis of quality of higher education, reduction of financial resources, little expansion without regard to the necessary infrastructure, unemployed graduates, social change and such factors are among the consequences of low expansion policies in Iran with concerns about improving access to education. It had a great start. A review of global studies also shows that the current crisis of higher education in Iran is not different from what happened after the massification in many countries. But it is important to note that different countries, while experiencing similar crises, have used different strategies to overcome the challenges of mass higher education, and these differences in strategies are rooted in the differences in the context of higher education in each country and its characteristics and requirements. Therefore, in the present study, the researcher, using the combined Swat-TOPSIS model, first obtained strategies appropriate to the Iranian context, to overcome the crises resulting from the quantitative expansion of higher education, and in the next step, using the TOPSIS technique, the strategies obtained Has been prioritized.         Moving on the path of innovation and entrepreneurship (value-creating) and fulfilling the desired social responsibility is one of the axes of the evolution of universities in recent years, especially in the last two decades. Innovative and value-creating university, for which various definitions have been proposed and various dimensions and criteria have been proposed for its introduction and creation, is one of the new initiatives and ideas for transformation in university systems. Despite identifying and introducing various components and criteria for an innovative and value-creating university, creating this type of university and purposeful and managed movement in the path of innovation and entrepreneurship requires a comprehensive roadmap and a balanced action guide. In order to evolve and achieve a comprehensive model, a guideline framework consisting of eight dimensions, as an action plan and operational model of an innovative and value-creating university by the European Commission and OECD, design and more than 600 universities and higher education institutes in Europe and OECD has evaluated this model. In this paper, through a review of documents, the guide to innovative and value-creating university is introduced as a guide for mainly European programs, for the gradual and systematic transformation of existing universities into innovative and value-creating universities with local considerations.         Many experts believe that social innovation, as a new paradigm, can provide innovative solutions to various problems by involving various organizations such as universities and institutions of higher learning, as well as members of the community. Therefore, it seems necessary to orient universities and higher education institutions towards teaching social innovation and discovering methods for teaching it. Accordingly, the purpose of this study is to identify and categorize the drivers of social innovation education and the mentality of academic experts in this regard using the Mixed approach and Q method. The statistical population of the study consists of professors and lecturers in the field of education and doctoral students active in the field of social innovation and social entrepreneurship in University of Sistan and Baluchestan, University of Isfahan, Gonbad Kavous State University, and Shahid Beheshti Higher Education Center.         The inability of empower art students to commercialize and branding of artistic achievements and the existence of a research vacuum to identify the components in the field of branding artistic achievements and the need to review the curriculum of these disciplines in order to include some components and indicators in This field, has conducted a study with the aim of identifying the necessary components and indicators in the field of branding of art products and services and examining both current and desirable teaching situation in the educational topics of art universities. In terms of purpose this study is basic-applied, in terms of the type of data collected, is mixed, in terms of data collection method is descriptive and regarding implementation method, is a survey research. The statistical population was 6 academic and industrial experts in the qualitative section and university professors in art-related fields in the quantitative section. The sampling method in qualitative section was judgmental and in quantitative section was randomized cluster. A total of 54 questionnaires were completed and evaluated. The data collection tool in the qualitative section was interview and in the quantitative section was questionnaire. The results led to the identification of three general categories of branding parameters including behavioral, perceptual and functional parameters. According to the purpose of the study, behavioral parameters were quantitatively examined. Among the eight components in the behavioral parameters category of branding and a total of 63 indicators, there is a significant difference between the expected and current situation and there is a large gap between expectations and receipts in the components of branding. The result of Friedman ranking test reveals the existence of a significant difference in the mean rank of the importance of the behavioral parameter components in the expected and current situation, as well as the existence of differences and similarities. The current research was qualitative in terms of research method. Foundation's data theory has been used to build the absorption and valuation model. In this section, 18 experts who are familiar with the topic of attracting and valuing higher education management graduates have been used. Data has been collected by semi-structured interview method. In order to analyze the data, a three-stage process of open, selective and central coding was used with the help of MAXQDA2020 software, and the findings of this process show the paradigm model of attracting and valuing students including 27 main categories and 95 variables including attracting and valuing students as the core. or the main category of the model; 5 causal conditions; 3 background conditions; 3 interfering conditions; 3 strategic conditions and finally 4 consequences were placed.         The present study was conducted to investigate the quality of educational services on the campus of the technical faculties of the University of Tehran from the perspective of graduate students based on the Headperf model. The research method was applied in terms of purpose and descriptive in terms of data collection method. The statistical population includes all graduate students of the campus of technical faculties of the University of Tehran in the academic year 1398-99, which according to the latest statistics and available information is 3527 people; Using Cochran's sampling formula, 346 people were selected as the sample. Sampling method in this research is the sampling method of categories proportional to the volume.         Researching the future, developing future scenarios, and providing requirements and solutions to face the future are essential responsibilities of policymakers, leaders, and planners of higher education. Various factors and drivers, especially information and communication technologies and digital developments, have transformed universities' role in shaping the more comprehensive higher education system. In this article, based on the study of Orr et al. (2020), five scenarios and models of higher education for 2010 are presented. These scenarios include Tamagotchi, Jenga, Lego, Transformer, and Garbage Can. The Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the following stages of self-learning and organization. The Lego model is named separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The Transformer model represents learners who may be extended past their primary education but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. In the Garbage Can scenario, learners choose a combination of Tamagotchi, Jenga, Lego, and Transformer scenarios according to their work-life situation and individual goals. Universities and educational institutions depend on the institutional mission and focal values. In this scenario, applicants and academic institutions will have multiple teaching-learning choices. Based on this, the current research is applied in terms of purpose and descriptive-survey in terms of implementation. The statistical population includes all teachers and principals of Tehran's Tollou schools (150 people) who were selected by the full number method. The research tool was a researcher-made questionnaire. In order to determine content validity from the point of view of university professors and education experts (teachers and principals of Tollou schools), the content validity ratio was approved. Cronbach's alpha coefficient for reliability was calculated and confirmed as 0.875. To analyze the obtained data, independent t-test and Friedman's test were used with SPSS24 software. According to the ranking results, it was determined that among the components of educational-behavioral evaluation of teachers and principals of Tollou schools, setting tasks or presenting research topics within the students' ability and controlling and supervising their performance by teachers and principals of Tollou schools are in the first priority and out of The criteria for evaluating the qualifications and professional and general abilities of teachers and principals of Tollou schools, during recruitment, the importance and attention to individual differences of students during teaching was identified as the most important evaluation criteria. FA;">Due to the direction of trends toward 5.0 industry technologies, a new concept called digital transformation has emerged, which has affected various areas of society. Since reaching the desired level of application of Industry 5.0 requires the training of skilled human resources in the application and development of technologies in this field, its widespread use in education was quickly followed in many countries. The innovative integration of these technologies in education has made the traditional methods of education extinct, which has led to a serious transformation in the learning process in schools and universities. Identifying the dimensions and components of digital transformation in education can help policymakers facilitate this process and lead to accelerating the achievement of digitalization goals.
