        ABSTRACT Cooperation between university and industry is not a new topic. Although there are some tested and used models for characterizing and analyzing this cooperation, these models have proven to be inefficient and unsuccessful in some countries. Therefore in this study we developed a model to analyze the level of university – industry cooperation in Iran. Furthermore we identified and ranked the barriers hampering and blocking this cooperation. In order to do so we used Interpretive Structural modeling (ISM) and Friedman test. Since ISM is based on the views of scholars we asked 33 experts both from university and industry to provide their views and comments about the present condition of university – industry cooperation.         Proccess of quality of service (Qos) evaluation and optimization for mobile telecommunication networks is consisted of daily collection of key performance indicators (KPI) reports, determination and fixing of defects, and network testing to ensure the omission of the defects. Drive test is common approach of testing which is time-consuming and expensive dut to necessity for expertists and equipment. To overcome these limitations, this paper proposes a new software-based testing method using OPTIMA software. Performace of this proposed methed together with drive test approach have been studied and evaluated for the 70 BTS sites of Kerman GSM network as the statistical society. The results demonstrate that the proposed method provides performance similar to that of drive test for measurement of defect fixing. However, this software method not only removes the dependency to expertists and equipment, but also reduces the testing time about one-third comparied to the drive test.   Manuscript profile

         The purpose of this study is to identify and determine the effect of information and communication technology education model on staff empowerment of the Ministry of Education headquarters. The research method is quasi-experimental and pre-test and post-test with control group. The statistical population of the study is employees of the headquarters of the Ministry of Education in the academic year of 2016-2017. Using a random sampling method and Cocrhan formula, the sample size is determined to be 280 people who answered the information and communication technology and empowerment questionnaire. Thoes experts whose empowerment scores were lower than the average were determined, and 60 of them were randomly selected and divided into two equal groups of control and experiment each constituing of 30 people. The data gathering tool is theresearcher-made information and communication technology questionnaire and a pre-made empowerment questionnaire. Using the Cronbach's alpha, the validities of these toolswere estimated as 0.89 and 0.89, respectively.In the next step, the ICT training program isexecutedon the experimental group during eight sessions, and we did not give any trainings to the control group. Subsequently, both groups take the post-test. To analyze the data, covariance analysis and t-test are used. The results of the research shows that ICT training has an impact on empowerment of employees.In fact, ICT trainingwill increase the senses of significance, competency, the right to choose, the feelings of effectiveness and cooperation with others in jobs.In the follow up phase, to evaluate sustainability, the subjects take the same test one month after being trained. As a result, it is concluded that the mean of the pre-test scores and the post-test scores taken after one month have insignificant difference which demonstrates the sustainability of the training.   Manuscript profile

        The main objective of this study is to investigate the impact of Information and Communication Technology (ICT) on Human Development Index (HDI) in D-8 countries over the 1990-2015 period. In this regard, GDP, openness and gross capital formation are used as control variables, and model estimation has been done in the framework of panel cointegration technique. The results show that there is a long-run relationship between variables. Also, all variables have a positive and significant impact on human development index.         The purpose of this study was to investigate the impact of information technology on empowerment of employees through knowledge sharing. The statistical population consisted of the employees of the University of Urmia. The sample size was 139 by simple random sampling method using Morgan-Krejcy table. Questionnaires were used to collect information, knowledge sharing, information technology and staff empowerment. Validity of the questionnaires was approved by the experts. The internal consistency of the questionnaire questionnaire was confirmed using the Cronbach alpha coefficient. For data analysis, partial least squares method or variance-axis method was used.         In nowadays competitive environment, achieving a competitive advantage is one of the main concerns of managers of organizations. In this way, creating innovation in products and services is one of the effective approaches in achieving a competitive advantage. This study aims to examine the role of electronic customer relationship management (E-CRM) and customer loyalty on organizational innovation with the mediating role of customer knowledge management. Therfore, the present study is considered an applied and descriptive research of the correlation type. In order to collect the required data, a standard questionnaire was used, and to verify the validity and reliability of the questionnaires, divergent validity, Cronbach's alpha indices, factor loading, and composite reliability were used, respectively. The statistical population of this research is 350 employees of Semnan province government counter offices. The number of 183 people was determined as the sample of the reseach using Cochran's formula considering the error of 0.05. The required data was collected in the second 6 months of 2019. Data analysis was done using the structural equation approach and SPSS and SMART-PLS software. Based on the results of the research, electronic customer relationship management has a positive and significant effect on the three variables of customer loyalty, customer knowledge management, and organizational innovation. In addition, the result shows the positive impact of customer knowledge management and customer loyalty on organizational innovation. Also, the mediating role of customer knowledge management in the effect of the role of managing electronic communication with customers and customer loyalty on organizational innovation is quite meaningful. The present study seeks to determine the effect of consideration of consumers and infrastructural abilities of customer relationship management on the information quality and innovative behavior. In terms of the applied results and goal, the present study is descriptive which has been conducted through survey method. The statistical population of the study was senior insurance experts and managers in branches of insurance companies of Tabriz city, Using Cochran sampling method, 85 individuals were selected as sample size. The questionnaire was used to collect filed data, and the Structural equation modelling to analyze the data.¬ The results of the study showed that infrastructural capabilities have a positive and significance effect on customer orientation, consumer information quality, and innovative behavior and as well as the results showed that customer orientation have a positive and significant effect on the consumer information quality and innovative behavior.         The present study investigates the role of factors affecting the success of technological cooperation between academic and industrial reproductive companies in the field of information and communication technology with the mediating role of intermediary institutions. The present study is applied in terms of purpose and quantitative in terms of type. Among parks and growth centers, 13 parks and growth centers were selected as a statistical sample; In addition, in each of the selected samples, the CEO or a knowledgeable person was selected as the respondent. Therefore, 341 questionnaires were distributed and 317 usable questionnaires were collected. After confirming the validity and reliability of the research, the data were analyzed by SPSS and LISREL software. The results indicate that factors related to industry and academia have a positive and significant effect on the success of technological cooperation. The mediating role of intermediary institutions on the success of technological cooperation was also acknowledged.         Small and medium-sized enterprises (SMEs) rely on external sources of knowledge more than large enterprises due to knowledge and financial limitations for innovation, and therefore, collaboration with the university is more important for SMEs. However, history of the recent decades of university-industry collaboration in Iran shows that this collaboration is more focused on large industries. In the current research, using the grounded theory, after interviewing experts and reviewing relevant documents, the model of developing the university -SME’s collaboration was formulated. Based on the results of data analysis, in order to develop the collaboration between universities and SME’s, it is necessary to set up an Internet site, offices at the provincial and national levels to manage this relationship; Because SME’s due to limited resources cannot create organizations within themselves to communicate with the university. To increase the effectiveness of joint projects, the university should be connected to a network of SME’s instead of one firm, and diagnostic teams consisting of academic experts should identify the common problems of these networks.         Based on the purpose, this research is an applied-developmental research, because it seeks to find a suitable model for new intelligent communication technologies in the development of urban management. On the other hand, based on the method and time period of data collection, it is a descriptive (non-experimental) research that was conducted with a cross-sectional survey method. Also, this study is based on a qualitative approach from the perspective of the nature of the data. In the first part, based on library studies and then expert interviews, the indicators of new intelligent communication technologies in the development of urban management have been identified. After the qualitative analysis stage, questionnaires were distributed and data was collected from experts in the field of media and urban management. The statistical population in the qualitative section includes 17experts in the field of study and media activists and urban management of the country. The main question is that despite the factors of the innovation system in Iran's industrial modernization experience at the beginning of the 19th century and government measures in this regard, why did the industrial modernization program of Iran not succeed? This research is historical comparative in terms of development goal and in terms of institutional method, and its data was collected by library method. The results show that the lack of institutional evolution and the formation of a systematic interactive relationship between the elements of innovation caused Iran's industrial modernization program and technology policy did not succeed.
