چکیده مقاله :
باتوجهبه ادبیات موجود رشد درونزا، میتوان تحقیق و توسعه را بهعنوان عامل مهم در جهت ارتقا تولید ناخالص ملی در نظر گرفت. اهداف تحقیق و پژوهش میتواند متفاوت باشد که بطور کلی با توجه به بررسی ادبیات موجود در چهار گروه 1. گسترش مرزهای دانش و غنیسازی علم موجود، 2. ثبت اختراع یا خلق جدید 3. افزایش بهرهوری و نهایتا 4. ایجاد نوآوری در فرآیند تولید و تولید کالاهای سرمایهای جدید تقسیمبندی شده است.
پژوهش حاضر تلاش دارد با استفاده از روش دلفی فازی به اولویتبندی بهترین روشها تامین مالی برای هر یک از چهار گروه اهداف فوقالذکر بپردازد.
نتایج به دست آمده از پرسشنامه دلفی به این شرح است که 1. از دید خبرگان مراکز رشد و شتابدهندهها خصوصی اولویت اول برای تأمین مالی پژوهش جهت خلق ایده و کالای جدید هستند. 2. در ارتباط با مناسبترین روشهای تأمین مالی پژوهش جهت گسترش مرزهای دانش، اولویت اول سرمایهگذاری مستقیم دولتی و اولویتیهای بعدی نیز به وامها و ضمانتهای دولتی و
مشوقهای مالیاتی اشاره دارد؛ 3. در ارتباط با پژوهش با هدف ارتقای بهرهوری صندوقهای سرمایهگذاری خطرپذیری همچنین سرمایهگذاری خطرپذیر شرکتی و شرکت خطرپذیر مورد حمایت دولت با مدیریت خصوصی نیز بیشتر موردتوجه هستند؛ 4. از دید خبرگان شرکتهای خطرپذیر شرکتی اولویت اول برای تأمین مالی پژوهش جهت ارتقای نوآوری در فرایند تولید بوده و پس از آن جایگاه دوم در اختیار انواع مختلف سرمایهگذاری خطرپذیری خصوصی است
چکیده انگلیسی :
According the existing endogenous growth literature, research and development can be considered as a significant factor in enhancing gross domestic product (GDP). The objectives of research and development can be different but are generally categorized into four groups based on a review of the existing literature: 1 Expanding the frontiers of knowledge and enriching existing science, 2. Patent registration or innovation, 3. Increasing productivity, and finally 4. Creating innovation in the production process and production of new capital goods.
The present study seeks to prioritize the best financing methods for each of the aforementioned four objectives using the fuzzy Delphi method.
The results obtained from the Delphi questionnaire are as follows: 1. From the experts' point of view, private accelerators and incubator are the top priority for financing research aimed at creating new ideas and prod; 2. Regarding the most appropriate methods of financing research to expand the boundaries of knowledge, direct government investment is the primary method, followed by government loans, guarantees, and tax incentives; 3. For research aimed at improving productivity, venture capital funds, corporate venture capital are emphasized; 4. From the perspective of experts, corporate venture capital is the first priority for financing research to promote innovation in the production process, followed by various types of private venture capital
