The cultural and social dimensions of the effects of the environment on the individual and his personality traits have been studied by psychologists and sociologists. Undoubtedly, there are several factors involved in the development of entrepreneurial culture, and it is necessary to determine the degree of effectiveness of each of them. Therefore, in the present study, considering that entrepreneurship has a behavioral nature and emphasizing the dynamics of entrepreneurship in each country implies the characteristics of individuals in society, while assessing the cultural environment index of the society and using Global Entrepreneurship monitoring (GEM) data base for 2020, by identifying existing barriers and prioritizing them in order to focus on planning and policy making, calculate the amount of penalties applied to the components of the cultural environment and the impact of the bottleneck. We examined the existing on the efficiency of the cultural environment. According to the results, the ease of starting a business is recognized as a bottleneck in the cultural environment; Which imposes the greatest punishment on the elements of media attention to entrepreneurship and understanding of entrepreneurial capabilities. The results also indicate an imbalance and coordination between the pillars of Iran's cultural ecosystem and the lack of a direct relationship between the efficiency of the entrepreneurial cultural environment and its level of development.
