        Policymakers devise a variety of policy tools to achieve their goals that successful implementation of these tools requires an analysis of their results and effects. In this regard, various methods are used to examine the effectiveness of government interventions and their value and merit are determined from different dimensions on the stakeholders. The present study is conducted with the aim of qualitative composition the results of previouse studies in the field of evaluating the effectiveness of financial and tax incentive tools provided by governments in support of small and medium-sized or innovative businesses in order to stimulate research and development. For this purpose, 279 articles and reports from official and valid databases are identified, based on the Meta-synthesis methodology and after the completion of the necessary steps, 66 documents are finalized. By analyzing and qualitative combining the results of policy evaluation studies, 15 effective indicators on firms performance are identified. These indicators are embedded in the research map in to 3 groups inputs, output and behaviural additionality. finally, through Shannon entropy method, the coefficient of effect the identified components in the map are determined. Research and development expenditure index from input additionality category and innovation index from the output additionality category respectivly have most important and influential in firms.         This study analyzes the institutions that have been used for science and technology policy in the Islamic Republic of Iran since the Pahlavi era (first and second Pahlavi) until now. Institutions that were created during this period and their duties and powers are briefly mentioned and approaches such as modernization and modernization in the Pahlavi era, redefining values ​​and value creation based on Islamic indicators in the period.         The development of the relationship between academia and small and medium-sized industries (SMEs) has recently attracted the attention of policymakers due to its positive consequences in the economic and social fields, and efforts have been made to establish an effective link between the two. Despite these efforts, the current state of this relationship does not seem to be favorable, so the present study examines the perceived barriers in this area. For this purpose, after reviewing the literature and identifying some of these obstacles, a questionnaire was designed and distributed among craftsmen / entrepreneurs participating in the "20th National Congress of Government, University and Industry Cooperation for National Development" to highlight the importance of each of these barriers in creating Identify effective collaboration between universities and SMEs from their perspective. Also, the research was completed by conducting in-depth interviews with 10 experts active in this field and analyzing the interviews while achieving theoretical saturation and stopping the interviews. Findings show that the lack of supportive structure and intermediary institutions, differences in views and cultural barriers, as well as barriers related to administrative processes and administrative and educational mechanisms in the university are the most important barriers to the development of technological cooperation between universities and SMEs, respectively. This need is becoming increasingly important in late-comer companies in the region due to the constraints faced by these companies, including the developing nature of the countries of interest and lack of access to the pioneer networks. The present research is a qualitative case study and aims to explain and analyze the successful development of a complex product in the power industry based on the ambidexterity model. The results show that the late-comer firm, following exogenous licensing of technology, has been able to realize advantages due to exploiting the economics of repetition and recombination by implementing a range of repetitive projects. Development and use of indigenous mechanisms such as development of modular products, deepening of knowledge by exploiting and compiling In-built knowledge to achieve the new technology base has been discussed.         Entrepreneurship is a factor of economic growth and development in many developed and developing countries, this is achieved as a result of seriousness and perseverance in the optimal use of opportunities. As a result, it can be acknowledged that entrepreneurs in various industries are considered as the pioneers of business success in society because they have the ability to take advantage of opportunities and are able to create initiative and creativity in the organization. . Entrepreneurship in various industries is very important in the promotion and development of the organization. Due to the great importance of clothing and textiles in society and the economy of people in different countries and its very important role in Iran, the study of organizational entrepreneurship in the textile industry was studied. . This research was conducted in the form of in-depth interviews with several different textile companies and industry experts and academic experts. The identification of organizational entrepreneurship components in the textile industry was designed and studied through interviews in the form of 46 different questions, which after 12 saturated interviews. A comment was obtained. The interviews were coded through Atlas software and based on the obtained codes, the organizational entrepreneurship model in the Iranian textile industry was presented. The results of this study showed the dramatic role of structural and environmental factors in the textile industry as well as the strategy and components of organizational entrepreneurship in the textile industry.
