Despite these efforts, the current state of this relationship does not seem to be favorable, so the present study examines the perceived barriers in this area. For this purpose, after reviewing the literature and identifying some of these obstacles, a questionnaire was designed and distributed among craftsmen / entrepreneurs participating in the "20th National Congress of Government, University and Industry Cooperation for National Development" to highlight the importance of each of these barriers in creating Identify effective collaboration between universities and SMEs from their perspective. Also, the research was completed by conducting in-depth interviews with 10 experts active in this field and analyzing the interviews while achieving theoretical saturation and stopping the interviews. Findings show that the lack of supportive structure and intermediary institutions, differences in views and cultural barriers, as well as barriers related to administrative processes and administrative and educational mechanisms in the university are the most important barriers to the development of technological cooperation between universities and SMEs, respectively. Also, SPSS software was used to analyze the data and Friedman analysis of variance was used to compare the barriers to cooperation. توسعه ارتباط بین دانشگاه و صنایع کوچک و متوسط (SMEs) به دلیل پیامدهای مثبتی که در زمینه‌های اقتصادی و اجتماعی دارد اخیرا توجه سیاست گذاران را به خود جلب کرده و تلاش‌هایی نیز در جهت ایجاد پیوندی اثربخش بین این دو صورت گرفته است. علي رغم اين تلاش‌ها، به نظر مي رسد وضعيت فعلي اين رابطه مطلوب نيست، لذا تحقیق پیش رو به بررسی موانع درک شده در این زمینه می پردازد. بدین منظور پس از بررسی ادبیات موضوع و شناسایی برخی از این موانع، پرسشنامه ای طراحی و بین صنعتگران/کارآفرینان شرکت کننده در "بیستمین کنگره سراسری همکاری‌های دولت، دانشگاه و صنعت برای توسعه ملی" توزیع گردید تا اهمیت هر یک از این موانع در ایجاد همکاری موثر بین دانشگاه و SMEها از دیدگاه آنان مشخص گردد. همچنین با انجام مصاحبه‌های عمیق با 10 نفر از کارشناسان فعال در این زمینه و تجزیه و تحلیل مصاحبه‌ها ضمن دستیابی به اشباع نظری و توقف مصاحبه‌ها، تحقیقات تکمیل گردید. یافته‌ها نشان می دهد که فقدان ساختار حمایتی و نهادهای واسطه ای، تفاوت دیدگاه و موانع فرهنگی و نیز موانع مرتبط با فرآیندهای اداری و مکانیزم‌های اجرایی و آموزشی در دانشگاه به ترتیب از مهم ترین موانع در توسعه همکاری‌های فناورانه دانشگاه و SMEها می باشند. همچنین برای تحلیل اطلاعات از نرم افزار SPSS و برای مقایسه ی موانع همکاری از آزمون آماری تحلیل واریانس فریدمن استفاده شده است http://journalie.ir/en/Article/Download/6553
